Child Care Ministries

Baptist Retirement Centers and the Department of Child Care were blended into the office of Special Care Ministries in 1985 after a decision by the Baptist General Convention of Oklahoma. Lowell Milburn directed the united office. Together, more than 2,700 people were touched annually. Sam Garner was elected director of Special Care Ministries when Milburn announced his retirement in 1987. The following year, the name of the ministry was changed to Family Care Ministries. By that time, the ministry consisted of four children’s homes, six group homes for children, two crisis pregnancy centers, and seven adult care retirement villages. Garner served as Director 1988-1993.
